The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform ACMS as defined in this Performance Work Statement except for those items specified as Government furnished property and services. All contractor provided supplies, materials, and equipment to be used in the work described herein are subject to the approval of the COR. Headquarters, U.S. Army Central Command (USARCENT) occupies Building 1947 (Patton Hall), 1 Gabreski Drive, Shaw AFB, South Carolina. With the ever present threat of all-hazard incidents, to include but not limited to, natural, manmade, and technological disasters, CBRNE and accidents on or affecting military and Government facilities and personnel, particularly those with missions impacting in the USARCENT Area of Concern, it is critical to maintain contracted personnel to operate and monitor the security systems installed to preclude access to, exploitation of or danger to Building 1947, and the personnel who work and visit therein. Until 2002 military personnel fulfilled the mission to monitor and control access to the headquarters building; however, the use of "borrowed military manpower" support in order to meet this purpose diverted talent from other critical missions and became increasingly counterproductive. With the use of electronic security technology and security procedures to enhance physical security of and control of access to Building 1947, contracted access control personnel can continue to replace the borrowed military manpower previously committed to access control as contractor is monitoring and reporting.
