Description

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), the NOAA Ship Nancy Foster is requesting QTY 1 ROV Stabilizer and QTY 2 Tagline Hook assemblies. Global Foundation will provide the parts for OCEAN Exploration (GFOE) located at PO Box 417 Mystic, CT 06355.



A Remote Operated Vehicle (ROV) Stabilizer (aka sway limiter) attaches to the Nancy Foster’s knuckle boom crane head during ROV operations to keep the ROV secured while deploying it over the side of the ship. While the ship is underway it rolls with the seas and while the ROV is being deployed, the ROV would act as a large pendulum if the ROV stabilizer was not used. The tag line hooks that we are purchasing are used in conjunction with the stabilizer by the crew to further control the ROV by hand while it is being deployed. The ROV stabilizers & tagline hooks is specialized to the current ROV and ship.



GFOE is the Original Equipment Manufacturer (OEM) for the parts being acquired. GFOE has an existing design that they have used during prior missions onboard the Nancy Foster and are the only source who can produce the ROV stabilizer to fit onboard the Nancy Foster's existing Knuckleboom Crane. Additionally, no 'off-the-shelf' products exist that can perform the same function. This device function as a safety measure, any delay in obtaining other potential designs would create an intolerable delay in procuring a ROV stabilizer.



The Government only has information such as the manufacturer’s part number for the parts required. There is little detailed information that would assist in identifying salient characteristics or other specifics that could be utilized to source the parts from other vendors. The OEM is the only company that has access to the documentation that provides information to make it possible to identify the components necessary. As the manufacturer, GFOE possesses the unique knowledge, drawings, and engineering ability to identify the required part.



Other manufacturer’s products will require a completely new installation, mounting and training for both the User/Operators and Maintainers who are the Chief Electronic Technician on the vessel. The training and support change will be more costly and more difficult to complete.

The Government is not aware of any other vendors that are authorized to sell One ROV Stabilizer and Tagline Hook assemblies therefore; the Government intends to acquire these parts under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with GFOE under the authority of FAR 13.106-1(b)(1)).



This is not a solicitation for competitive quotes. However, if any interested party that can provide these parts and are authorized dealer, seller and distributor by the OEM, without delaying or adding additional mark ups or compromising any warranties, may submit a statement of capabilities, which if in timely received, will be considered by NOAA, OMAO.



A statement of capabilities shall include the detailed of a ROV Stabilizer and Tagline Hook assemblies, OEM authorization letter, and a price list, this shall be received by 5:00pm EST on Wednesday, March 20, 2023 at 5pm ET. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.



Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of these parts. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement. Capability statements and related materials must be e-mailed by 5:00pm EST on March 20, 2023 to alexander.cancela@noaa.gov.
