The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

Vendor will provide under the contract: The team will build a 3D printer onsite and make objects using the 3D printers. This will allow for the Summer Teen consumers to learn about the universe from actual Blind and or Visually impaired scientists. Students will learn about Moon phases and the inside of the Sun. Through additional technologically advanced equipment students will be provided the ability to hear the Sun and use sound to understand light and waves. They will build a constellation in 3D and trace the life cycles of stars. The Summer Teen participants will discover the shape and structure of star clusters and galaxies through touch. They will be taught the Big Bang and the structure of the universe. This includes but not limited to the training, upgrade, maintenance and support services for during the duration of the event which includes: Resin galaxy models; Plastic Milky Way model; Plastic Orion model; Tactile Universe box; Full color images; USB stick with digital files; Ball of string; Playdoh; Blank CDs; Toy spiral galaxy model; Toy lenticular galaxy model; Mini rugby ball; Mini football; Till Roll; Tactile Stickers; Beach ball; Tennis ball; Ping pong ball; Wooden balls; Mustard seeds; Peppercorns. 24 files for the galaxy models and name plates and a holder; Blender install files; Custom Blender plugin used to create all the STL files; 3 Lesson plans and presentations; A list of materials needed to run all three lessons; The Tactile Universe Logo; Offline versions of all the technical blog posts.

The STEM Career Exploration Lab 3D Printing and Astronomy Camp and Research Study team consist of Thomas Madura, Ph.D. Department of Physics and Astronomy of San Jose State University; Carol Christian, Ph.D., Hubble Space Telescope Outreach Project Scientist, Space Telescope Science Institute; Tiffany Wild, Ph.D. Department of Teaching and Learning, The Ohio State University; David Hurd, Ph.D., Consultant Department of Geosciences, Pennsylvania Western University; Kenneth Silberman an Engineer, Programmer, and Patent Attorney from NASA; Nicolas Bonne an Astronomer. This team is the only Blind/ Visually Impaired group that has a willingness and the ability to use tactile models, sound, and hands-on activities designed for the younger blind/ visually impaired teen. They have the background through training and personal life experiences from overcoming visual impairments in which they can better help high school students with blindness/visual impairments, and their teachers, as they learn Science, Technology, Engineering, and Math (STEM) subjects. They will use the Summer Teen program to better help people with blindness/visual impairments obtain jobs and careers in STEM fields. PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. §11-35-310(13).
