Clemson University's Center for Optical Materials Science seeks to sole source the purchase and installation of a Zumbach fibre diameter measuring system. This sole source is to bring legacy diameter measuring software currently installed on the optical fiber draw tower up to 2022 standards. The in-process equipment approval is being done by Controls Interface Ltd. This equipment will be compatible with the previously approved and funded equipment and legacy controls upgrade. This purchase includes a new measurement computer, and 3 diameter gauge systems that integrate with the upgrade being provided by Controls Interface Ltd. These new units will be replacing the old units purchased in 2002 of which there are no drop-in replacements without a wholesale replacement of the gauges and computer. Further as these gauges require custom mounting, Controls Interface will be providing that as it will be 100% compatible with the current tower configuration.This upgrade would maintain the equipment for the next 20 years of research and provide readily available replacements for the foreseeable future. Further, the current proprietary software and controls will be upgraded to a more current version. This will prevent the undoing of almost 20 years of research into optical fiber here at the university as the new software and controls will be a seamless change from the previous versions and will maintain the continuity of research data. For these reasons, this is a sole source.
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. §11-35-310(13).
