Description

The U.S. Forest Service, under the authority of the FAR Subpart 13.5 authority of 41 U.S.C. 1901; (modified FAR 6.302- 1), intends to issue a firm fixed price, sole source purchase order to 310 Buncombe LLC for Temporary Rental Space Using Other than Full and Open Competition.



NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Contractor selected is capable of supplying the rental because of their proximity to the area and is able to meet the basic necessary requirements to adequately provide the services needed for the continuity of operations. Contractor selected also has explicit and intimate knowledge of the specific building for which these services are required. Notwithstanding, interested parties who believes they are capable of meeting Forest Service requirements as stated herein may submit a response that shows clear and convincing evidence that competition would be advantageous to the Government in future procurements. This notice is not a request for competitive proposals or a solicitation of offers. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government. The U.S. Department of Agriculture (USDA) seeks to temporary rental the following space:



The U.S. Government intends to award a temporary rental using other than full and open competition for an existing lease for the U.S. Department of Agriculture that expired in the Long Cane Ranger District in Edgefield, South Carolina.



The Government requires office and related space yielding a minimum of 6,000 Sqf ANSI/BOMA office area and have GOVERNMENT reserved parking spaces onsite for Government Vehicles with an additional parking spaces located onsite or within ¼ walkable mile from the employee entrance of the premises, parking must have pull through parking to allow for trucks with trailers, semi-trucks and turnaround. The space must be contiguous, and all services, supplies, utilities, partitioning, and tenant alterations must be included as part of the rental consideration.



Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required.



Note: Entities not currently registered in the System for Award Management (SAM) at SAM.gov, are advised to start the registration process as soon as possible if intending to submit an offer for possible lease award.



To submit a location for inspection, contact this office by 4:30 PM Eastern, Friday, August 25, 2023. (Submissions by other than the owner or manager of the property must be accompanied by a letter from the owner granting permission to make a general offering of the space.)

Statement of Work



The requested proposal is for temporary office space for the Long Cane Ranger District in Edgefield, South Carolina.



The expectation is that the below building will be required for the next one to two years.



Temporary Office Building Requirements



Temporary Office Building shall meet the following requirements:



Building shall be a minimum of 6,000 Sqft.



Buildings shall have minimum 8’ high ceilings.



Building shall have rooms a minimum of 10’ by 10’ to serve as offices and a larger office area to serve as a conference room.



Building shall have a minimum of 2 steel exterior doors with commercial grade locks.



Accessible restrooms shall be included in this facility with commode and sink.

Building shall have fluorescent ceiling lights.



Building shall be 120/240 volt, single phase electric and shall have a 100 amp breaker box.



Building shall be equipped with Data Hub for 12 phone lines and 24 data lines.



At least one operable window shall be provided on each side of each building.



Interior shall have finished walls, prefinished ceilings and commercial grade flooring.



Building shall each be climate controlled with thermostatically controlled central HVAC units with supply ducting.



Building shall be equipped with standard drip rail gutters.



Building shall be supplied with accessible ramp if there are stairs required for entering.



Temporary Office Building needs existing connections/services for water, wastewater and power.



Temporary Office Building Rental Time Frame



The Office Space should be available for 12 months with 1 (one) option year.
