REQUEST FOR INFORMATION (RFI)-SOURCES SOUGHT



Pursuant to Federal Acquisition Regulation (FAR) Part 10, the Department of Defense Education Activity (DoDEA) Procurement Office is currently conducting market research to identify companies capable of and qualified to provide Student Transportation Bus Safety Aide (Special Needs) and Bus Attendant Services, in support of DoDEA’s school populations in Laurel Bay, South Carolina Community Schools: in and around Parris Island, Laurel Bay, the Naval Hospital, and MCAS Air Stationn and around Parris Island, Laurel Bay, the Naval Hospital, and MCAS Air Station, located in South Carolina.



Prospective contractor(s) shall provide all personnel, supervision, services, vehicles, and equipment necessary to safely perform student transportation services at Laurel Bay, SC. Contracted services must comply with all DoDEA, State, and Federal requirements. Services may require specialized equipment to provide transportation for a student with disabilities. All services shall follow all the Federal, State, and Department of Defense requirements for student transportation. School buses will be provided by the government in support of this contract. In addition to curricular and co-curricular trips, each school day the contractor shall provide one round-trip to and from school to authorized dependent students enrolled in DODEA schools who reside outside of the walking area and within the designated commuting area. Curb-to-curb transportation shall be provided for certain students with disabilities as determined in the student's individual education plan (IEP). This service may require specialized equipment including, but not limited to, special or adapted buses, lifts and ramps to provide transportation for a student with a disability. Contracted services must be in compliance with South Carolina Department of Education requirements for pupil transportation. The safety and security of the passengers is of highest priority in the performance of contract services.



The period of performance for these services, with an anticipated start date of 1 August 2023, will include a base period with four (4) 12-month option periods.



This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors’ responses to this RFI.



If your firm is interested, capable, and qualified to provide these services in one or more of these areas, please submit written information supporting this capability and identify which area your firm would be interested in. Capability statements shall consist of no more than 3 pages and include a cover page with the company’s name, business mailing address, point of contact, telephone number, Duns & Bradstreet Number (DUNS), and Commercial And Government Entity/NATO Code (CAGE/NCAGE).

Please note that vendors are required to be registered in the System for Award Management (SAM) database at the time an offer/quotation/proposal is submitted in order to comply with the annual representations and certifications requirements. Therefore, only businesses with an active SAM registration will be eligible to receive any resultant contract(s) with the Department of Defense Education Activity.
