Synopsis: Notice of Intent to Award a Sole-Source Contract

Project Title: Rental of Audio-Visual (AV) Hardware

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM)-Charleston, SC office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Inspire Event Technologies, for the rental of audio-visual (AV) hardware to support the 2024 Social Coast Forum conference to be held at the Francis Marion Hotel in Charleston, SC. The rental is for five LCD projectors, five laptop computers, five handheld microphones, five amplifiers, five computer presentation remotes, and on-site AV support. The hotel, in which the conference will be held, has only one vendor who provides their AV equipment and support. This allows for a seamless and easy start. The North American Industry Classification Code (NAICS) for this acquisition is 532490 Other Commercial and Industrial Machinery and Equipment Rental and Leasing, with a business size standard of $40M.

Sole Source Justification

The Office for Coastal Management has a requirement to rent audio-visual equipment from Inspire Event Technologies at the Francis Marion Hotel (Charleston, SC) to support the 2024 Social Coast Forum conference (February 12 through 15, 2024). Equipment to rent includes LCD Projectors (5), Laptop Computers (5), Handheld Microphones (5), Amplifiers (5), Computer Presentation Remote (5) and On-site AV support.

The conference will be held at the Francis Marion Hotel in Charleston, South Carolina. NOAA Office for Coastal Management is the major sponsor for this conference, and is responsible for the rental of AV equipment for the conference sessions. The hotel has only one vendor (Inspire Event Technologies) who can provide AV equipment and support; therefore, this is the vendor we have to use.

Special Notice

This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to rebecca.johnson@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

All responsible sources may submit a Capability Statement in accordance with this notice, which shall be considered by the agency if received on or before 11:00 AM EDT on January 31, 2024. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.

Offers received after the date and time specified in this solicitation may be excluded from consideration.

DOC/NOAA Office for Coastal Management requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
