Synopsis: Notice of Intent to Award a Sole-Source Contract



Announcement Number: NCNP0000-23-01637



Project Title: Purchase and Installation of New Audio-Visual (AV) Hardware





The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM)-Charleston, SC office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Carolina Sound Communications, for new audio-visual (AV) hardware and have it installed in four (4) conference rooms in Charleston, SC. Additionally, maintenance and training on equipment shall be included. The new equipment is to be integrated with existing equipment. OCM requirements are to have some new equipment integrated with existing, and still viable, equipment. This requires knowledge of the older system, what still works, what can be integrated (new and old), and ensuring it all works together seamlessly and easily for our user base. The North American Industry Classification Code (NAICS) for this acquisition is 238210 Electrical Contractors and Other Wiring Installation Contractors, with a business size standard of $19M.





Sole Source Justification



The Office for Coastal Management has a requirement to purchase new audio-visual (AV) hardware and have it installed in four (4) conference rooms in Charleston, SC. Additionally, maintenance and training on equipment shall be included. The new equipment is to be integrated with existing equipment.





The required equipment must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement. Carolina Sound Communications has performed installation and maintenance on the existing equipment that is already in place, thus having intimate knowledge of the system. OCM requirements include the integration of a number of existing AV components with new AV equipment. With some of the existing equipment being 10 years old, but still viable, the past knowledge of the existing system components is essential to the seamless integration of new and old equipment.





Special Notice



This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to rebecca.johnson@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.





All responsible sources may submit a Capability Statement in accordance with this notice, which shall be considered by the agency if received on or before 11:00 AM EDT on August 30, 2023. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
