Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1333MG-23-Q-00670 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-02.



The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS) has a requirement for Annual Recertification of eight (8) different types of Fume Hood/Safety Cabinets for a total of eighty-five (85) Fume Hoods/Safety Cabinets at Hollings Marine Laboratory, Charleston SC. This requirement will include one base period with four one-year option periods. The base period of performance is May 01, 2023 – April 30, 2024. All services rendered shall be in accordance with the Statement of Work and Service Contract Act, Wage Determination No. 2015-4427 Rev 23, Date of Last Rev. 12/27/2022.



SITE VISIT



All vendors interested in submitting a quote are encouraged (but not required) to attend a site visit at Hollings Marine Laboratory, 331 Fort Johnson Rd Charleston, SC. The site visit will be held on Tuesday 3/28/23 from 10:00am EST to 11:00am EST. During the site visit, prospective vendors will have the opportunity to review existing site conditions. The Government Technical POC will be available to answer questions. If you wish to attend the site visit, please contact the following Government Point of Contact at least 48 hours prior to the site visit to ensure access to the facility.

Quotes shall be FOB destination,



The Government will award a firm fixed price contract based on a best value/trade-off. Quotes shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote.



This RFQ is 100% set aside for small businesses. The associated NAICS code is 238220, Plumbing Heating, and Air Conditioning Contractors, with a size standard of $16.5M.



Additionally, each offeror must provide the following information with the quote:




  1. The Request for Quote (RFQ) number;

  2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;

  3. Include a statement specifying the extent of understanding and agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;

  4. Acknowledgment of Solicitation Amendments (SF-30), if any,;



All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on April 6, 2023; any award resulting from this RFQ will be made based on best value to the Government. Factors considered include technical, personnel qualifications, and price. Telephone inquiries will not be honored. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted).



Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.



The anticipated award date is on or about April 14, 2023.



The Government does not accept responsibility for non-receipt of quotes. It is the Contractor’s responsibility to request and receive a confirmation of the quote receipt.
