Savannah River Nuclear Solutions, LLC (SRNS), which manages and operates portions of the Savannah River Site (SRS) under a Department of Energy (DOE) prime contract, solicits expressions of interest from potential suppliers who have a strong background in Exhaust Stack and/or Industrial Chimney inspections.



The SRS complex is located approximately 15 miles south of Aiken, South Carolina and is 310 contiguous square miles.



Request for Information (RFI)



Scope Summary:



Provide an internal and external inspection of a 200’ tall reinforced concrete stack exterior chimney and internal acid proof brick liner at an active nuclear facility. Inspection of a connecting structural steel breeching duct house and an adjacent 100’ tall structural steel stair tower is also requested. The stack was built in 1954. Pictures nor drawing of the stack are not provided at this time.



The diameter at the base of the 291-H stack is approximately 18’ decreasing to approximately 12’-7” outer diameter at the top with approximately 12” thick walls at the base decreasing to approximately 6” thick walls at the top. The thickness of the acid proof brick lining is approximately 12” at the base extending to the 24’-4” elevation, approximately 8” thick from the 24’-4” elevation to the 149’-4” elevation, and approximately 4” thick from the 149’-4” elevation to the 199’-4” elevation.



There are 3/8” diameter stainless steel threaded studs anchored into the exterior of the reinforced concrete stack at approximately 4’ on center from the top of the stair tower to the top of the stack for inspection ladder purposes. There are no known studs on the interior of the reinforced concrete stack chimney or brick liner wall to attach ladders.



Thickness measurements of the reinforced concrete stack wall are to be performed including coring into the reinforced concrete stack chimney and thickness measurements using nondestructive examination methods (e.g., GPR, ultrasonic tomography, etc.)



Environmental working conditions include




  1. Airborne radiological contamination requiring the use of plastic suits, full-face respirators, and radiological monitoring of personnel exposure to radiation

  2. Airborne chemical vapors requiring the use of plastic suits and full-face respirators

  3. Working in permit required confined spaces

  4. A reduced airflow rate of 220,000 to 230,000 cfm and exit velocity of approximately 25 mph

  5. Possible performance of work on elevated platforms, ladders, and scaffolds requiring use of safety harnesses (rigging)

  6. Possible use of a crane to raise/lower personnel and equipment inside the stack



Experienced Subcontractor personnel not already trained and qualified to work in accordance with the SRS safety and operational procedure requirements will be provided training by SRNS.



The provision of a final inspection report with assessments of the condition of the structures and recommendations will be required.



Subcontractor shall be NQA-1 certified and subcontractor personnel shall be qualified/certified to provide visual inspection, NDE, and destructive examinations of the following:




  1. Reinforced concrete structures and concrete anchorages (ACI inspection standards)

  2. Masonry (brick) structures

  3. Steel structures, stainless steel components

  4. Weldments (ANSI/AISC, AWS CWI – crack detection only)

  5. Bolted connections (snug tight, hand tight)

  6. Coating systems (paint and galvanized coating failures)

  7. Coring/regrouting of reinforced concrete stack chimney

A supplier's response to the RFI does not guarantee they will be selected to participate in the RFP.



Suppliers responding to this RFI shall include evidence of the following:



1. Overview of how the subcontractor intends to perform non-destructive and visual inspection on an active stack with similar specs.



2. The Subcontractor shall submit examples of past performance of similar stack inspections. For example, a report of an inspection that was previously completed.



3. Lead time required for mobilization and estimated inspection completion date. The preference is for completion before end of this fiscal year, Sep. 24, 2023.
