The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Atlantic requires Aftercooler Servicing for the MPDEs and SSDGS on the NOAA ship Ferdinand Hassler.



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



(ii) Solicitation number NM-AN2120-23-00735 is issued as a firm, fixed-price, commercial request for quotation (RFQ).



(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.



(iv) The NAICS code for this acquisition is 336611, Ship Building and Repairing; the small business size standard is 1,250 Employees. This acquisition is set aside for small businesses.



(v) Line items are as follows:



CLIN 0001: Changing out of the aftercoolers on the port and starboard Main Propulsion Diesel Engines and Ship’s Service Diesel Generators. Perform operational test of all engines and provide service summary report.



CLIN 0002: (Option) Condition(s) Found Report with additional recommendations if necessary.



(vi) Description of requirements for the items to be acquired: The NOAA ship Ferdinand Hassler requires exchange of the aftercoolers and servicing of aftercooler connection points for the vessel’s MPDEs and SSDGs.



Vendor will need to change out the aftercooler cores on both port and starboard MPDEs and SSDGs. Vendor will need to provide new OEM seal and gasket sets to be used during the re-installation. Vendor will also need to provide sealant for the aftercooler cores. In addition, vendor will need to perform the following peripheral services:

Inspect and clean turbo housings and air lines

Inspect intake plenums

Inspection connection points and any parts removed to facilitate aftercooler core changes

Reinstall all components with new OEM gaskets and seals

Perform operational test of all four engines to the satisfaction of the CME and/or Port Engineer

Provide a service summary report which will include inspection observations

Provide Condition(s) Found Report with recommendations for any additional service (if needed)



Operational engine test will include running each engine to normal operating temperatures to verify each has no leaks and runs within specified parameters



The government is providing the aftercooler cores which were serviced prior to being placed in storage. When the aftercooler cores were cleaned and hydro-tested, sealants may have been removed from the cores’ outer perimeters. If this is the case then the vendor will need to reseal the GFE core outer perimeters. See Statement of Work for additional details.



(vii) Vendors will need to be authorized Caterpillar servicing dealers and capable of providing Caterpillar OEM service and parts. Vendors will need to demonstrate in writing that they are an authorized Caterpillar servicing dealer that can provide OEM service and replacement parts. Quotes from vendors who cannot demonstrate they are authorized Caterpillar servicing dealers will not be considered.

(xv) Offers are due 22-MAR-2023 at 1600 hours PST. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration.
