Description

Shaw AFB, located in Sumter, SC will be holding a pre-solicitation Site Visit for Wastewater Treatment Plants located on Shaw AFB and at Wateree Rereation Area. The Shaw facility site visit will begin on 25 April at 8:00 AM EST, there will be a break for lunch, and the Wateree facility site visit will begin at 1:00 PM EST on the same day. Please submit all site visit questions in writing to the listed POCs.



***In order to attend the Site Visit, you must request a base access request form and a map via email to the POCs listed No Later Than 21 April, at 10:00 AM, EST.***



IAW FAR 52.212-1(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without interchanges with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct interchanges if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.



Best Value: In accordance with FAR 13.106-2(b)(4)(ii), The Government reserves the right to make an award to other than the low-priced firm if the superior technical solution, or the solution indicating a reduced performance risk based on past performance and/or experience, warrants paying a premium. The Government’s objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a fair and reasonable price.



Non-price evaluation factors are more important than price. As non-price factors equalize, price will become a more important factor in selecting the best value. Each firm should recognize that its initial price and technical quote may be used as the sole and final basis for award and should quote accordingly.
