The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price contract to Airgas USA, LLC. for commercial-off-the-shelf (COTS) Bulk Tank Rental and Delivery of Bulk Medical Grade Liquid Oxygen. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. The contract will consist of a base year and 4 option years; the period of performance for the base year is 01Oct2023 – 30Sep2024. Airgas USA, LLC. is the only source available to provide Bulk Tank Rental and Delivery of Bulk Medical Grade Liquid Oxygen because currently on campus are Airgas USA owned bulk tanks which are integrated with the Command using an Airgas USA owned hospital kit and backup manifold. Market research has shown that replacing the bulk tanks along with the hospital kit and backup manifold could take up to 6 months (causing a disruption in mission operation by not meeting the 01Oct2023 start date) and would not be cost or time efficient for the Government to refit the whole system. The total estimated value is $182,488.00. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Navy Medicine Readiness and Training Command Beaufort. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
