Description

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is F1M3T33199A001. The 628th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intents to award a sole source contract for a MARS (Military Aircraft Refueling Systems) STARCART 2.0 at Joint Base Charleston (JB CHS). The 628th Contracting Squadron intends to make an award to Millennium Systems International of Havre De Grace, MD, 21078 for QTY 2. Market research was performed and information gathered in determining this company to be the only source for this requirement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a capability statement, proposal, or quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: In accordance with FAR 6.302-1.





(1)Agency and Activity: 628 Contracting Squadron, Joint Base Charleston, SC



(2)Nature of action being approved: Sole source acquisition.



(3)The purpose of this acquisition is to provide QTY 2 - MARS (Military Aircraft Refueling Systems) STARCART 2.0 at 628 LRS, Joint Base Charleston, SC - Air Base.



(4)Justification Rationale: IAW FAR 6.302-1 One source is capable of providing because the MARS STARCART 2.0 2nd Generation is the only open market aircraft refueling distribution system approved by the Air Force Petroleum Office (AFPET) in Technical Order (TO) 00-25-172. Additionally, the STARCART is the only approved system that offers innovations that meets the 628 LRS Agile Combat Employment (ACE) requirements for an aircraft refueling distribution system.The Joint Service capabilities (HERS, TAGRS, ABFDS and FARP) have similar refueling capabilities designed to support helicopter, fighter, and large fixed wing aircrafts. However, similar systems provided do not support the limited ground time needed to turn the 4th and 5th generation fighter aircraft. They have limited flow rates less than 300 gallons per minute (GPM). The current systems require more ground time due to lower GPM, whereas the STARCART 2.0 offers a higher (300 GPM) capability, reducing ground time for hot-refueling and rearming aircraft.



(5)Demonstration of Unique Qualifications: The Air Force Petroleum (AFPET) Office is the OPR for all locally procured fuel equipment. AFPET has worked with Millennium Systems International to build the STARCART 2.0, a trailer mounted pumping manifold to meet all identified requirements and specifications based on applicable aircraft and fuels technical orders. AFPET has approved the purchase and testing the STARCART 2.0 for expeditionary refueling equipment. Millennium is the only company that produces and sells the MARS STARCART 2.0.





(6)Description of Solicitation Efforts: IAW FAR 5.102(a) (1), this notice will be posted on the Government-wide Point of Entry (SAM.gov), but retained in the contract file to document the rationale for a sole source award.



(7)The contracting officer has determined that the anticipated cost to the Government will be fair and reasonable based upon previous awards made for same supply and comparison to other agencies that offer the same starcart.



(8)Description of market research: Previous acquisitions for the STARCART have been purchased by other Air Mobility Command (AMC) Air Force bases as a sole source to Millennium Systems International. Mountain Home AFB and Moody AFB have posted an intent to award sole source on SAM. Additionally, Joint Base Andrews, MD has made a sole source award to Millennium Systems International under contract FA483020P0054 for the STARCART.

(11)Actions to prevent barriers that may lead to restricted consideration in the future: Coordinate changing mission requirements through the Air Force Petroleum Office allowing higher headquarters the opportunity to explore equipment procurement possibilities. Subject matter experts across the career field meet on a quarterly basis to discuss Specialized Fueling Operations and align requirements with on hand items or commercial off the shelf options.
