Description

The Federal Bureau of Prisons, Field Acquisition Office, located in Grand Prairie, Texas, intends to solicit for the provision of Occupational Vocational Training Program for Automotive and Welding Instructor for the Federal Correctional Institution (FCI), located at 696 Muckerman Road, Bennettsville, South Carolina 29512. The contract type is an indefinite delivery/requirement contract with firm-fixed unit prices. The contract period will consist of a base period from date of award through 12 months, with (4) one-year option periods. The North American Industrial Classification (NAICS) code is 611519 – Other Technical and Trade Schools, (Size Standard of $21.0 Million). This solicitation is unrestricted. Occupational Training Instruction will be performed in the Vocational Training Department at the FCI Bennettsville, located at 696 Muckerman Road, Bennettsville, South Carolina 29512. The Automotive Vocational Training (instructor) Classes will be scheduled during the regular work week (i.e., Monday through Friday, excluding federal holidays) between 8:00 a.m. to 11:00 a.m., and 12:00 p.m. to 3:00 p.m. Additional days/hours may be implemented and /or adjustments if necessary to meet program requirements and the needs of the institution. The contractor will be required to provide 15 students/inmates with an estimated 30 sessions of Automotive Instruction per week. The contractor will make available, four separate cycles (360 hours/cycle each) of Vocational Training in Automotive Chassis (Brakes, Steering and Suspension, and Passenger Comfort) per 12-month period, for an estimated total of 1440 sessions per year. A session is defined as one hour. Courses will be instructed utilizing 6-hours sessions of classroom. Specific dates for the classes will be determined by the Vocational Training (VT) Instructor. The services will include classroom application instruction and hands on instruction in the Automotive Shop at FCI Bennettsville. The contractor will not exceed an estimated 30 hours per week.

The Vocational Training Program must fall under the contractor’s umbrella of accreditation and lead to Continuing Education Units (CEU’s) resulting in successful completion of the Vocational Training Program. The organization’s accreditation will be verified using the US Department of Education Database of accredited Post-secondary Institutions and Programs (DAPIP) website (https://ope.ed.gov/dapip/#/home). Services are required to be provided by the contractor in accordance with the Statement of Work.
