Request for Information (RFI)

Savannah River Nuclear Solutions, LLC (SRNS), which manages and operates portions of the Savannah River Site (SRS) under a Department of Energy (DOE) prime contract, solicits expressions of interest from potential suppliers to provide labor, materials, and services required for the design, fabrication,

inspection, testing, documentation, and delivery of prefabricated tornado shelters. SRNS anticipates procurement of two shelters per year over the next two years.

This RFI is issued to assist with finding potential suppliers interested in this solicitation.

The SRS is located approximately 15 miles south of Aiken, South Carolina and is 310 contiguous square miles.

Scope Summary: Provide labor, materials, and services required for the design, fabrication,

inspection, testing, documentation, and delivery of prefabricated tornado shelters.

Design Requirements:

1. Shelter shall be FEMA 361 Design Compliant.


2. Shelter shall be ICC-500 Structural Design Compliant.


3. Above ground shelter to include the following:

• Minimum certified occupancy of 120 persons and maximum occupancy of 210 persons per shelter.


• Interior high lumen lighting with 4-hour batteries (Solar Powered).


• Heating, Ventilation, and Air Conditioning (HVAC) or forced ventilation fans.


• Door width and restrooms shall be ADA accessible. Doors at each end of the shelter (3’ x 6’8’’).


• Bench Seating.


• Private Restroom with Handicap Rails.


• Exterior Data Box including internal cabling for PA System and telecom.


• Doorknob or hasp for tamper seal placement.


• Exterior Painted White (Rust and Corrosion Resistant).


• Interior Painted White (Rust and Corrosion Resistant).


• Cool seal roof for waterproofing.


• Anti-skid tape or paint on flooring to prevent slipping.


• Screen covers over louver vent opening to prevent insect and animal intrusion into shelter.


• Pitched roof (not flat).

Service Requirements

1. Shelter shall be capable of housing and protecting personnel during the natural event of a tornado as follows:

• 161 miles per hour wind speed, and exposure category C.


• Tornado missile: 2x4 timber plank 15 lbs. at 100 miles per hour (horizontally); 70 miles per hour (vertically).

Fabrication and Assembly Requirements

1. All welds shall comply with AWS D1.1.

Installation Requirements

1. Deliver tornado shelter(s) to job site at Savannah River Site (SRS) in Aiken, South Carolina.


2. Unload tornado shelter(s) at preselected location within SRS.

A supplier's response to the RFI does not guarantee they will be selected to participate in the Request for Proposal (RFP).

Suppliers responding to this RFI shall include evidence of the following:

1. Supplier capability statement/personnel qualifications


2. Standard lead time for fabrication


3. Past performance relative to subject scope


4. Budgetary estimated cost
