Description

Title: Maintenance Services of NOAA Weather Radio Transmitter Systems in the State of South Carolina



This announcement constitutes public notice of the National Weather Service Eastern Region, National Oceanic and Atmospheric Administration’s (NOAA) intent to award a sole source, Firm-Fixed-Price type contract with a twelve (12) month base period and four (4) 12-month option periods to South Carolina Educational TV (SCETV) in order to provide routine (preventative) and non-routine (corrective) maintenance services of NOAA Weather Radio Transmitter Systems for fourteen (14) sites within the state of South Carolina. These services include, but are not limited to: on-site routine maintenance, routine remote monitoring, site outage and restoration as well as miscellaneous services as indicated. This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c)(1), as implemented by FAR 13.106(b)(2).



Interested persons who are capable of providing 50% or more of the maintenance services described herein who possess prior experience with maintenance services for weather radio transmitters of a similar size and scope may respond to the requirement or submit proposals which provide clear and convincing evidence that they can meet the Government's requirement. This notice of intent is NOT a request for competitive proposals. However, the Government will consider all proposals received within five days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.



This synopsis is published for informational purposes only. The proposed source, SCETV is the state's public educational broadcasting network, has been broadcasting for 60 years and has been involved with almost every aspect of emergency communications in the State of South Carolina. SCETV has been determined to be the only source capable of meeting the Government’s requirements. The applicable NAICS code for this requirement is 516120- Television Broadcasting Stations and has a Small Business Size Standard of $47 Million. The Government does not intend to pay for any information received in response to this announcement.
