Sealed bids for construction of the above referenced project will be received by the Owner at their office, on
November 14, 2023
, no later than
2:00 PM
local time at North Charleston Purchasing Department, 2500 City Hall Lane, 3rd Floor, Buist Conference Room, North Charleston, SC 29406 then at said office to be publicly opened and read aloud.
The work includes sidewalk improvements throughout the City of North Charleston. Construction includes the following:
•
Approximately 758 LF of new sidewalk located on Garrett Avenue
•
Approximately 855 LF of new sidewalk located on Bolton Street
•
Approximately 1,116 LF of new sidewalk located on Ivydale Drive
•
Approximately 1,300 LF of new sidewalk and 1,229 LF of 15” RCP drainage pipe located on Saratoga Road
•
Approximately 895 LF of new sidewalk located on Stark Lane
•
Approximately 156 LF of new sidewalk and 146 LF of 15” RCP drainage pipe located on Sorentrue Avenue
•
Approximately 251 LF of new sidewalk and 227 LF of 15” RCP drainage pipe located on Corner Avenue
QUALIFICATION AND BID REQUIREMENTS

All federal requirements for the Community Development Block Grant Program (CDBG) will apply to the contract.

All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) in order to be awarded.

Bidders must make positive efforts to use small, minority, and women-owned businesses.

Bidders on this work will be required to comply with the President’s Executive Order N0. 11246 and Order No. 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin.

Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240.

Bidder must also make efforts to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rate to be paid under the contract.

Before a bid is considered for award, the bidder may be required to submit a statement of qualifications in detail as for his previous experience in performing similar or comparable work, and of his business and technical organization and financial resources and availability for performing the contemplated work.
Each bid must be accompanied by a Bid Bond made payable to the Owner, for an amount equal to not less than five percent (5%) of the total Bid as a guarantee that, if the Bid is accepted, the required Agreement will be executed and that a one hundred percent (100%) Performance Bond and a one hundred percent (100%) Payment Bond will be furnished. Checks, regardless of form, will not be accepted.
