The King Street Pump Station involves the construction of a stormwater storage feature (wet well), pump station, outfall pipe system, and utility relocations. The pump station is designed to provide additional capacity to the existing drainage system during storm events. It is anticipated that the pump station will be able to increase flow out of the intersection of King/Huger by 70,000 gallons per minute and also increase the storage capacity. This will drastically reduce total road closures and ponding related congestion at the busy intersection and significantly reduce the flooding impacts on surrounding properties. The pump station will be located at 900 King Street within Enston Homes, an affordable housing complex owned by the Charleston Housing Authority. Enston Homes, built in 1889, is designated as a site on the National Register of Historic Places. Due to the complex and unique components of the pump station and historic significance of the Enston Homes site, specific construction expertise is required for this project. The City of Charleston is seeking contractors with expertise and experience in: stormwater pump station projects, historic districts, tidally-influenced marine environments, urban settings with limited access points, and complex architectural, mechanical, and electrical systems that closely resemble the system conditions of the King Street Pump Station Project as well as meeting the minimum requirements listed below. The project is anticipated to be released for bid in the Fall of 2023. Project duration is anticipated to be approximately 18 months. This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations. Construction cost for the project is expected to be approximately 10 to 12 million dollars.
