Clemson University seeks an experienced supplier to provide academic programs for International Study Abroad services in Spain a s outlined in the attached Scope of Work under "Attachments" section. Quotes submitted prior to this solicitation are not a substitution for submitting your online bid. All submissions must be made online. No red lines to the contract will be accepted during the submission process. If there are terms you cannot agree to or wish to have changed you must request that by submitting a question or request for modification to the scope to the Procurement Officer during the Deadlines for Question process and Clemson will consider changes. However to ensure all offerors offer the same scope, redlines or caveats put on any proposal may make your proposal non-responsive and not able to be considered. In order to submit an offer, you must first register/login to Clemson Bidding at https://clemson.ionwave.net/VendorRegistration.aspx Registration is recommended no later than 48 hours prior to bid close. It is highly encouraged that you submit your bid prior to the closing date.


During the period between publication of the solicitation and final award, you must not communicate, directly or indirectly, with Clemson University or its employees, agents, or officials regarding any aspect of this procurement activity unless otherwise approved in writing by the Procurement Officer. Q1- Part 2: Could you please articulate a business reason why northern regions and smaller population size variables are to be given special attention, particularly in the context of providing comprehensive and enriching education and cultural experiences for participants?
Q1-Part 3:Perhaps unknown to the solicitor, there are distinct characteristics and ethical differences between northern and southern regions in Spain, with deep and complex cultural dynamics and historical context at play. Have you considered the potentially discriminatory undertones that this geographic and urban size preference conveys? To utterly reference a particular region and particular community size as being “preferred” or “provided with special attention” can easily be interpreted as biased and discriminatory, particularly when historical student/candidate preference is precisely the opposite from what is being requested in the solicitation.
Answer The College of Architecture, Arts, and Humanities and the Department of Languages seeks to develop a program in the region articulated in the scope of work. This is a requirement.

Q1: The solicitation includes language that appears to provide preferential consideration to a particular region and population size. Specifically, the solicitation states that “The Contractor will provide programs in Spain, with special attention given to the country's northern regions and cities with a population of less than 200,000”. Based on this statement, the question is threefold:
Q1-Part 1: Are responses that do not adhere to these qualifications (programs based in the north and with populations of less than 200k residents) disqualified? Assuming they are not, how will specific responses that don’t meet this arbitrary requirement be penalized or otherwise disadvantaged from those that do meet the requirement. Please be specific on the response as the issue is quite germane to respondents that don’t meet this criteria.
Answer Please see Section III. SCOPE OF WORK / SPECIFICATIONS, B. Minimum Requirements. This is a simple competitive bid where only price is considered. Per SC law, if an offer does not meet the minimum requirements of the solicitation, that offer will be considered non-responsive and will simply not be considered for evaluation.

For the Arrival excursion, will students arrive prior to the start of the term and immediately go to the Camino? Or are these individual events that will happen throughout the semester?
Answer Upon arrival students will have an excursion in Madrid. Then they will travel to Santiago De Compostela to begin the semester. The Camino excursion will commence later in the semester.
