Does the “expect” 400 hours flown annually requirement in the NFP refer to one aircraft or both, ie 400 or 800 hours? This significantly affects the number of pilots required to comply with the NFP contract.
Answer The proposal for the scenario is ≈400 hours per aircraft utilizing 2 aircraft See Appendix A historical flight data

The requirement for “externally serviced lavatory “ in context of the otherwise vague aircraft specifications eliminates aircraft that are equal to or better suited to Clemson University’s historical mission. Request the NFP be amended to eliminate this requirement.

Does the NFP need an additional amendment for the answer to aircraft age? The NFP states no older than 10 years old, the answer given in the Q&A is age is irrelevant.
Answer Aircraft preferably not be more than 10 years old but vendor may propose older aircraft. Proposed aircraft will be evaluated based ability to meet RFP requirements as well as number of hours for Total Time (TT) , Time Since New (TSN),and Time Between Overhaul (TBO).

Reference the example given in the Q&A section, will Phenom aircraft in proposals be given priority consideration? Due diligence and extensive research shows that Phenom aircraft supply chain is experiencing extensive delays for scheduled and unscheduled maintenance potentially causing significant interruptions to Clemson University flight operations.
Answer Phenom used as an example. Vendor proposed aircraft should meet the requirements of the RFP.

Reference crew qualifications, Trustee sops, typical passengers onboard, and insurance requirements, request all pilots, PiC and SIC have a minimum of : 4,000 Total time, ATP, 100 in type, and single pilot certified.

4. Reference Paragraph III. Scope of Work/Specifications; Paragraph C.2. Operations – Request that Clemson consider changing the requirement to read: PIC 75 hours in make/model and SIC 36 hours in make/model. Additionally, we request that the total time for PIC and SIC be changed to Airline Transport Pilot rating required. Additionally, further language that indicates that meeting insurance and FAA requirements for Part 135 operations for SIC can used as the criteria on a case by case basis rather than specific minimum flight hour requirements.

the pilot in command PIC must be type rated in the cockpit by a FAA check ride and 3000 hrs TT. FO should have no less that 1500 TT ATP

3. Reference Paragraph III. Scope of Work/Specifications; Paragraph A. Aircraft and Operations – Requirement states desire to have “aircraft that are not more than 10 years old”. Based on our experience, market availability, etc., would Clemson consider changing the requirement to “not more than 15 years old”? Candidate aircraft that are available to support this requirement might be older than 10 years, but are in most cases low time assets that have been well maintained. Properly vetted and inspected pre-purchase, the proposed candidate aircraft will deliver the performance and appeal that is consistent with the Clemson Brand, not to mention at a tremendously better value in terms of cost. Alternatively, would Clemson consider using a total flight hour requirement such as 3,500 total airframe hours or less?

2. Reference Paragraph I. Scope of Solicitation – Requirement indicates a desired start date of May 2024. Would Clemson consider changing the start date to “60 days after execution of term sheet”? Does Clemson have an anticipated award date?

1. Reference Paragraph I. Scope of Solicitation – Would Clemson consider a five (5) year term of the contract (with options to renew up to a total not too exceed 7 years) in lieu of the proposed 4 year term? A one year extension of the base term allows the proposer to obtain financing option terms which allows the aircraft operator to offer Clemson a better value in terms of the cost.
Answer The term is as described per the RFP.
