The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

This is a (1) year Sole source with (4) automatically renewable (1) year Terms for a potential of (5) Years

Initial Term: 06/05/2023 – 06/04/2024 Potential Term: 06/05/2023 – 06/04/2028

The South Carolina Department of Corrections intends to Sole Source the Verensics for a pre-employment screening platform for the corrections industry. Verensics is designed to evaluate a candidate’s reliability, honesty, and integrity, including information that background screening fails to identify. This platform is a custom assessment developed specifically for the Corrections industry. The customized assessment for the Corrections industry provides Correctional Agencies with the ability to screen for job-specific categories, including Gang Affiliation, Abuse of Authority/Excessive Use of Force, and Inappropriate Relationships. The platform offers a proven process approach for mitigating risk(s) that could result in injury or impairment of people, assets, critical processes, products and/or brand reputation.

  1. Admissions of involvement in criminal activity or counterproductive behaviors, regardless of whether the activities have been reported to authorities.
  2. Tolerance of criminal activity or counterproductive behaviors

3. Attempts to deceive, conceal information, or evade a topic

4. Algorithmic evaluation of cursor movement

5. Algorithmic evaluation of consistency of responses

6. Algorithmic evaluation of time taken to respond to each question

7. Dynamic questionnaire adapts based on performance .

8. Capability to customize for specific client risks.

9. Defining conditions of candidate suitability.

10. Compare candidate results with defined population

13. Industry-specific tailored assessment.

14. Custom risk categories tailored to the corrections industry:

Agency's justification for a sole source procurement may be viewed or immediately obtained at:
PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. §11-35-310(13).
