The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

Digitization, preservation microfilm, metadata services, automation services, retrospective conversion, reclassification, and on-site services (RFID tagging, reclassification, digitization, and cataloging. Backstage Literary Works service is exclusive for having extensive inhouse metadata capabilities, and a professional staff trained in the handling of various types of archival documents. Backstage Literary Works processes are designed to efficiently capture metadata, with the ability to work with simple to complex metadata requirements. The Metadata Services Department at Backstage Literary Works is utilized for more granular metadata requirements including providing descriptive metadata, LC subject heading assignment, TEI Schema Formatting, Dublin Core Schemas, and MARC records. Backstage Literary Works also has a recently expended 2,000 sq ft digitization studio equipped with 23 digital camera setups, advanced safety features (smoke detectors, and all air return ducts have rate of rise heat detectors, pre-action sprinkler system, all of which is monitored 24 hours per day). The material storage area has its own environmental system and has a fire detection system connected to a pre-active dry pipe sprinkler system. All systems are in conjuction with local fire codes. A local contract company under the employ of Backstage Literary Works provides monthly inspections and periodic testing of their fire suppression system. Fire extiguishers are also provided throughout the facility as the fire suppression system is monitored continuously by the same company that monitors the security system. Working with Backstage Literary Works provides The South Carolina State Library the opportunity to exploit all of the offered service groups under the convenient umbrella of one company. Backstage Literary Works has the expertise to provide both preservation and access services as well as offering complementary metadata services in the event that the library would desire to outsource without the added difficulties of working with multiple service providers. This would provide South Carolina State Library a full-service solution that is both beneficial and convenient to the needs of The South Carolina State Library.

PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. §11-35-310(13).
